What the bill says it does

The purposes of this Act are— (a) to regulate the transport of dangerous goods (including high consequence dangerous goods and explosives) by vessel on inland waters, by road or by rail; and (b) to promote public safety; and (c) to protect property and the environment from harm; and (d) to repeal the Dangerous Goods Act 1985.
