What the bill says it does
The main purposes of this Act are— (a) to amend the Education and Training Reform Act 2006— (i) to provide for a new regulatory scheme for apprenticeships and traineeships; and (ii) to transfer functions relating to apprentices from the Victorian Registration and Qualifications Authority to the Workforce Inspectorate Victoria; and (iii) to provide for a new licensing system that authorises entry into training contracts to train apprentices or trainees; and (iv) to establish the Apprenticeship and Traineeship Consultative Committee; and (v) to provide for group training organisation registrations; and (vi) to provide for the making of approved training scheme determinations; and (vii) to provide for the execution, approval, cancellation and suspension of training contracts; and (viii) to provide for the preparation of training plans; and (ix) to provide for the collection, use and disclosure of information in relation to apprenticeships and traineeships by the Workforce Inspectorate Victoria; and (x) in relation to the principles of that Act; and (xi) in relation to the permission to teach scheme; and (xii) in relation to school community safety orders; and (xiii) to make other amendments of a minor and consequential nature; and (b) to amend the Workforce Inspectorate Victoria Act 2020— (i) to provide for the appointment of the Apprenticeship and Traineeship Commissioner; and (ii) to provide for the functions and powers of the Apprenticeship and Traineeship Commissioner; …
