Energy and Resources Legislation Amendment (VEET Strategic Review and Other Matters) Bill 2026

What the bill says it does

The main purposes of this Act are— (a) to amend the Victorian Energy Efficiency Target Act 2007— (i) to rename that Act; and (ii) to revise the purpose, objects and definitions of that Act; and (iii) to reform the period of a grant of accreditation; and (iv) to enable the Minister to declare an activity to be an activity for which energy efficiency certificates may be created; and (v) to increase the range of activities for which energy efficiency certificates may be created; and (vi) to enable the Minister to declare an activity for which energy efficiency certificates may be created to be an activity in relation to which special requirements must be met; and (vii) to expand and clarify the role of the Essential Services Commission; and (viii) to provide for an external dispute resolution mechanism; and (ix) to provide for a mechanism to adjust the amount of carbon dioxide equivalent of greenhouse gas that a VEU scheme activity is taken to reduce; and (x) to enable the Minister to adjust the VEET scheme target by instrument; and (xi) to enable a relevant entity to defer liability for up to 10 per cent of its carbon dioxide equivalent of greenhouse gas emissions to the following year; and (b) to amend the Electricity Industry Act 2000 and the Gas Industry Act 2001— (i) to clarify that tariffs fixed under or in accordance with Orders under those Acts do not necessarily form part of a licensee standing offer; …
